Imperators are busy. Very busy. Busy with things so important that they make the threatened destruction of Earth and everything in it trivial.
Imperators know things. LOTS of things. They know most everything there is to know, and can guess much of what is yet to know.
This means that if your Imperator hasn't told you something, it means that he doesn't consider it important that he tell you; either you can learn it through other means, or you already know it, or whatever. It's not worth his time to tell you, so it's not worth his time to answer your question if you ask him.
Your imperator created you so that he doesn't have to be bothered with trivia.
