A Solar can use this charm to gain a more complete understanding of the full ramifications and likely effects of a given action that is being undertaken in a bureaucratic circle. The action must either be one that the Solar set in motion himself, or he must have access to all the key individuals involved. This charm can be used at any point before, during or even after the implentation of the plan in question. If the Solar is using this charm on one of his planned actions, he need only spend several moments of silent contemplation to activate this charm. Otherwise, he must spend a full scene going over the details of the endeavor with the various people involved. After this charm has been activated however, its effects are both complete and without flaw. The Solar understands how effective the proposal itself will be, any side-effects or unintended effects it might have, and how it will be recieved by the people affected by it. Any overlooked problems or glaring errors of reasonings are pointed out, and the Solar can explain these issues reasonably to others. This charm does not automatically help the Solar come up with better solutions, nor does it deal extensively with problems imposed by powerful supernatural entities.
