The Tri-World Confederation

After the sudden power vacuum left behind with the destruction of the Empire of Man and the defeat of the Regulan Androdyne, many worlds that had once been marginal and of negligible importance rose to fill the void. In some cases, such as with Garden or Marquis, this is a positive development. Other times, such as the Swarm, its decidedly bad. In the rise of the Core Worlds of the Tri-World Confederation, though, it's more difficult to say. In prior years the Core Worlds had been little more than a ignorable border world between the Empire of Man and the Pantropic Collective, an attempted Utopia created via Genetic Engineering, with each member having a defined place in the societal hierarchy and that place being secured via an ingenious use of pheromones.

The years of the War were hard on the Core Worlds. While the Worlds' were arguably loyal followers of the Church of Man, in the eyes of most this was purely for appeasement of the powerful Empire and not out of any devotion. When peace failed, the Core Worlds surrendered and were conquered, and for over a hundred years they suffered under the intense gaze of Imperial Inquisitors who wished to prune away the irreligious and inhuman aspects of their society. If they had fought, Imperial Geneticists would likely have remapped their genome closer to the human norms and eradicated the various castes, but because they surrendered more radical action was postponed and the core of their society allowed to endure.

As far as outside observers have been able to guess, at some point during the height of the hostilities the leadership caste managed to co-opt their handlers. A new Religious Caste was created, and the various doctrines of the Church of Man were shifted and altered to better fit into their society, while from the outside nothing changed and the Empire remained in control. In fact, if anything, the Church seemed to spread throughout the population like wildfire and find its way into the hearts of the people like never before. Most also guess that, at some point the system was partially infected with the Regulan Androdyne Neurovirus -- exposure mostly concentrated on the various leadership castes by the time the first Hunter-Seeker outbreaks began. The infection had mostly been hidden, revealed only by the virus, but it managed to do its damage in leaving behind a race of sociopathic super-genius Mathematicians with wide-spectrum pheromones that inspire trust and servility. Oh, and a nice cross-section of them are also racial fanatics.

The Empire and TriFed

For the past hundred years, the remnants of the Imperial Marines have tried to destroy the leadership castes of the TriFed, particularly the Religious Caste, whom they consider nigh demonic in their level of heresy. This largely doesn't extend to the servile castes, particularly since they are such good Christians (even if their devotion is somewhat forced), which creates something of a problem. Particularly since the Imperial Secret Service (never as fanatical as the Marines, and staffed with far too many parahumans and androids) doesn't necessarily consider TriFed the unholy abomination that the Marines do. Unless the Marines decide to simply burn the worlds, and their trillions of devout Christians, this is a problem that has no easy solution.
