Foster was a sheriff for a time under Jarvis Burleigh. He was proposed to be of clan gangrel, but there were suspicions that he was possibly a double agent or Tzimisce.
It is said that Sheriff Foster impersonated Cayle Jacobs.
Sheriff Foster originally appeared to attempt to help Mai get back into kindred legal affairs shortly after Mai moved to Detroit, when he asked her to look after and study Darren Andrews.
I honestly don't know if I'm remembering correctly, but Foster appeared to die at an altar in the Cathedral.
