First Nerine Excellency

This charm follows all the rules outlined for the First (Yozi) Excellency on page 104-105 of Manual of Exalted Power: the Infernals.
Nimbia: The Sea of Clouds is a mess of contradictions; her movements are reactionary an even predictable but still never completely certain to an outside observer. She is a slowly building force, fickle yet ultimately unstoppable, always able to find a weakness or wear down her opposition through her maddening intensity.
Yet, the Sea of Clouds is seldom that focused. She is given to flights of fancy, maintaining her serenity and calm in circumstances that would drive others to distraction. She never rushes, but always moves with the same steady clip toward her eventual goal, if she even has one. Though ⚠ <i>rarely cruel⚠ </i> her actions can seem ⚠ <i>thoughtless⚠ </i> and often ⚠ <i>drag others to their doom⚠ </i> even as she moves on heedless to the trouble she's caused.
Characters may only apply this Excellency to actions which are not a reiteration of her previous action. The Sea of Clouds has not the attention span to focus so. The exception to this is any action which attempts to escape constraint as Nimbia will always ceaselessly struggle against those who would bind or constrain her regardless of the consequences to herself or others.
