Boudicea is a figure that was a leader of righteous vengeance. She was known as well for her grand golden necklace.
Kim has worked with the Council enough to be let into the Assembly, given a vote, and has even gotten some training from the Order.
While she spends most of her time with the Council,-- whom she's oath-bound in service toward,-- she is considered an Arrow by Assembly and Consilium.
