This artifact belongs to Saffron Song.
There was much about Urthica's past that Song and Chime were never told; all either of them knew about "Little Finger" is that the blade was gifted to the Outcaste Dragon-Blooded by one of the Great Houses. It is a long slender blade, small and light enough to be carried by a mortal (though not used in combat; unless attuned the blade is hideously unbalanced). Most of the length of the blade is a deep, highly reflective mirror of impossible sharpness. "Ghost Obsidian," the Magistrate had called the material, further explaining that it had been 'tempered' in the Molten Blood of a Mountain. The blade itself is sleek and undisturbed length of black mirror-glass kept to a razor edge. The hilt is wrapped in some thick leather, cool to the touch, while the crossguard and pommel are pure Orichalcum and bear the blades only markings. Old Realm Runes, carved into the crossguard: "Fear No Darkness, The Shadows Are Hollow."
Urthica treated the blade as if it was a holy relic, never drawing it casually or without need.
"You must always be careful, young ones, never to draw your blade unless you intend to use it. When you make that decision, however, always follow through."
Since taking the blade from her Fallen Master's hand following his Assassination, Saffron Song has found that it's answered to her essence only slowly. It is an ancient blade, of that she is sure, and once answered to the hand of the Solar Exalted. It has now served the Dragon-Blooded for generations upon generations, however, and its loyalty will not be easily won.
A Solar who spends +2m to attune to Little Finger adds the weapons Accuracy bonus (+3) to Join Battle rolls, and takes no penalty to Defense from surprise attacks provided he has more initiative than his attacker.

So long as Mela's Little Finger is in the Solar's hand, she may reflexively activate Fear No Shadows in response to an Inspire or Intimidate action that seeks to shake or frighten the Solar. This Charm doubles the Solar's Resolve for one instant against such effects and allows the Solar to gain a point of Limit instead of spending Willpower to resist the successful application of such a use of Social Influence. The Solar can use this evocation against Charm-effects that mimic the influences in question and otherwise fit the criteria above (i.e., relating to fear), but may only use Limit to resist an effect that allows a Willpower expenditure to negate.
